Dear Parent/Guardian:
The administration, faculty, and staff of Texas Leadership Public Schools desire that you understand clearly the philosophy, general guidelines and curriculum offerings for a positive learning experience during your student’s school years. The Student / Parent Handbook will assist you in planning and partnering with the school in a joint effort to meet your student’s individual needs. It is imperative that the students and parent/guardians become familiar with the uniform requirements, discipline system, and campus operating guidelines.
Please be aware that this handbook is updated annually, even though policy adoption and revision is an on-going process. Therefore, any changes in policy that affect the Student/Parent/Guardian Handbook provisions will be made available to students and parent/guardian through newsletters sent home in the student’s Exchange Folder or other communications as soon as reasonably possible.

The Student Code of Conduct (Code) is the district’s response to the requirements of Chapter 37 of the Texas Education Code.
The Code provides methods and options for managing students in the classroom and on school grounds, disciplining students, and preventing and intervening in student discipline problems.
The law requires the district to define misconduct that may—or must—result in a range of specific disciplinary consequences including removal from a regular classroom or campus, out-of-school suspension, and further.
This Student Code of Conduct has been adopted by the Texas Leadership Public Schools Board at the advice of our legal council. This Code provides information to parents and students regarding standards of conduct, consequences of misconduct, and procedures for administering discipline. It remains in effect during summer school and at all school-related events and activities outside the school year until an updated version adopted by the board becomes effective for the next school year.
In accordance with state law, the Code shall be posted at each school campus or shall be available for review at the office of the campus principal. Additionally, the Code shall be available at the office of the campus behavior coordinator and posted on the district’s website. Parents shall be notified of any conduct violation that may result in disciplinary action, under Chapter 37 of the Education Code.
Because the Student Code of Conduct is adopted by the district’s Board of Trustees, it has the force of policy; therefore, in case of conflict between the Code and the Student Handbook, the Code shall prevail.
Please note: The discipline of students with disabilities who are eligible for services under federal law (Individuals with Disabilities Education Act and Section 504 of the Rehabilitation Act of 1973) is subject to the provisions of those laws.

Family Educational Rights and Privacy Act (FERPA) Notice
Texas Leadership Public Schools (TLPS) is committed to protecting the privacy of student education records in compliance with the Family Educational Rights and Privacy Act (FERPA). This federal law grants specific rights to parents/guardians and students over 18 regarding the access, review, and disclosure of student records.
Rights Under FERPA
FERPA affords parents/guardians of students under 18, or students 18 and older ("eligible students"), the following rights:
- Right to Inspect and Review: Parents/guardians or eligible students may review the student’s education records maintained by TLPS. To request access, submit a written request to the school office, including the student’s name, grade, date of request, and parent/guardian signature.
- Right to Request Amendment: If you believe a student’s record is inaccurate or misleading, you may request an amendment. Email: [email protected]
- Right to Consent to Disclosures: TLPS requires parental or eligible student consent before releasing personally identifiable information, except in cases permitted by FERPA (e.g., transferring records to a school where the student intends to enroll).
- Right to File a Complaint: Concerns about FERPA compliance can be reported to the U.S. Department of Education’s Family Policy Compliance Office.
Access to Student Records
- Authorized Access: Only parents/guardians of a minor or dependent student, eligible students, and TLPS officials with legitimate educational interests may access student records. “Legitimate educational interests” include activities such as:
- Working directly with the student.
- Considering academic or disciplinary actions.
- Developing an Individualized Education Program (IEP) for students with disabilities.
- Compiling statistical data or evaluating programs.
- Parental Access: Both parents/guardians, regardless of marital status, have access to a minor or dependent student’s records unless TLPS receives a court order terminating parental rights.
- Record Transfers: TLPS may forward records to another school where a student seeks to enroll without parental consent.
- Limitations: Access to records may be denied if:
- The student is 18 and no longer a dependent for tax purposes.
- The student attends a postsecondary institution.
- Proper request procedures are not followed.
- A court order terminates parental rights.
Directory Information
TLPS may release “directory information” unless parents/guardians object in writing within 10 days of receiving the TLPS handbook acknowledgment. Directory information includes:
- Student’s name, address, and telephone number.
- Date and place of birth.
- Participation in school activities or sports.
- Awards received, schoolwork (without grades), and dates of attendance.
- Previous school attended, grade level, and weight/height for athletic team members.
- Student’s photograph or image.
This information may appear on the TLPS website or in school publications. To opt out, submit a written objection to the school office, specifying the student’s name and the directory information you wish to restrict.
